The President of the Kyrgyz Republic, Sadyr Japarov, has signed into law the ratification of a key financing agreement between Kyrgyzstan and the International Development Association (IDA), a member of the World Bank Group. The agreement supports the launch of the National Community-Driven Project, aimed at enhancing social infrastructure and economic opportunities across the country.
The law, on ratification of the financing agreement between the Kyrgyz Republic and the International Development Association on the National Community-Driven Project, also includes the ratification of a related letter of agreement signed in Bishkek on November 26, 2024. The Zhogorku Kenesh (Parliament) of the Kyrgyz Republic approved the law on March 12, 2025.
The financing agreement facilitates the implementation of the National Community Initiative Project for the period 2025–2029, with total funding amounting to $27mn. Of this, $25mn is provided as a loan and $2mn as a grant from the World Bank.
The project is designed to improve access to essential services and economic opportunities in rural and underdeveloped areas. Key objectives include enhancing the quality of education, expanding cultural and social services, improving access to clean water and irrigation systems, and upgrading transport and energy infrastructure.
Additionally, the initiative aims to support entrepreneurship, particularly for women, youth, and vulnerable groups, through the creation of new jobs and the expansion of small businesses. By empowering local communities to participate in decision-making and project implementation, the program seeks to promote inclusive and sustainable regional development.
