Kyrgyzstan has officially commenced the preparation of its first Biennial Transparency Report (BTR1) under the Enhanced Transparency Framework of the Paris Agreement. The initiative, led by the Ministry of Natural Resources, Ecology, and Technical Supervision in partnership with the United Nations Development Programme (UNDP), marks a major step toward improving national climate governance and enhancing transparency in greenhouse gas emissions reporting.

The BTR1 is being developed with coordination from the United Nations Environment Programme (UNEP) and financial support from the Global Environment Facility (GEF). The report will play a crucial role in assessing Kyrgyzstan’s progress in reducing greenhouse gas emissions, implementing climate action, and meeting its Nationally Determined Contributions (NDCs). It is also expected to improve data quality, strengthen the country’s climate governance system, and align policies with international standards.

Asel Raimkulova, Deputy Minister of Natural Resources, Ecology, and Technical Supervision, underscored the government’s commitment to the initiative, stating:
"Kyrgyzstan is taking decisive steps toward climate transparency and accountability. BTR1 will help us develop well-informed policies that will benefit both our economy and the fight against climate change."
The report will provide a comprehensive analysis of climate actions, a national greenhouse gas emissions inventory, and an assessment of adaptation measures and climate-related expenditures. By establishing a stronger reporting framework, Kyrgyzstan aims to enhance its environmental policies and develop a more sustainable approach to addressing climate challenges.

UNDP Resident Representative in Kyrgyzstan, Alexandra Solovieva, highlighted the strategic significance of the report, emphasizing that it is more than a compliance measure:
"The preparation of Kyrgyzstan’s BTR1 is not just a reporting obligation—it is a strategic opportunity to strengthen climate policy, attract investment, enhance economic resilience, and engage in carbon markets."
The launch event brought together representatives from government agencies, international experts, and climate specialists to discuss the role of BTR1 in achieving climate goals. Kyrgyzstan aims to leverage international best practices to establish an effective system for monitoring, reporting, and verifying climate data.
Enhancing transparency in climate reporting is expected to improve access to international financing and expand Kyrgyzstan’s participation in carbon markets. By ensuring reliable data and clear policies, the country seeks to build trust with international partners and secure long-term investments in its climate initiatives.
