    Uzbekistan presents draft decree on strategic planning for public administration in Tashkent

    Uzbekistan's Tashkent hosted a presentation of the draft decree "On priority measures to introduce a strategic planning system" organised by the Agency for Strategic Reforms under the President of the Republic of Uzbekistan (ASR) with the support of the German Society for International Cooperation (GIZ), Daryo.uz reports.

    The document is aimed at creating a unified and effective system of strategic planning in Uzbekistan, which is a key factor for achieving state-level goals.

    First Deputy Director of ASR Abdulla Abdukadirov noted that this decree will be a fundamental element for the future development of Uzbekistan.

    Head of the GIZ office in Uzbekistan Joachim Fritz expressed gratitude for the development of the decree, which, in his opinion, will help bring strategic planning practices in Uzbekistan in line with international standards and increase their efficiency.

    He also emphasised Germany's readiness to support the development of strategic planning in Uzbekistan.

    Zorka Kordic, a strategic reform practitioner from Montenegro, who participated in the analysis of Uzbekistan's strategic planning system, noted that only quality strategic documents can contribute to improving the living standards of citizens. In her opinion, strategic documents should be developed with clear goals and vision for the medium and long term (3, 5, 15 years), and their implementation should be measurable and effective.

    The expert also emphasised the importance of establishing a unified approach to planning and introducing tools in line with international standards, which will allow for meeting the needs of all segments of society.

    All ministries, representatives of state administration, and agencies should be aware of what is going on to jointly create useful results for citizens. Representatives of academic institutions are ready to contribute with research, and data to improve the policy-making process. This is necessary for the vision laid out in the Uzbekistan 2030 strategy to be realised and bring real benefits to citizens. It is about realising all the goals defined in the vision of Uzbekistan 2030. The strategy clearly outlines the government's goals, its desire to bring benefit to citizens,

    - the expert emphasised. The key point of the methodology is the minimum criteria for the quality of content, she said. This will allow everyone in the state administration to understand the plan, the vision, the actions to achieve it and the cost of implementation.

    The lack of communication between state bodies is, in my opinion, the biggest gap that needs to be overcome. It is very important to have a single coordinating plan, not to control the system, but to provide uniform guidelines for all departments and agencies. The Strategic Reform Agency is already working hard on this and we will be responsible for it. The agency has been tasked with putting key elements into the strategic planning system. This is only the first step: agreeing on a common approach, pathology, and legislative framework. It is not known now how long it will take to realise the first steps: to establish the legislative framework and to start professional development training. It is also a learning process that takes into account the coordination and monitoring of expertise in 2030. In addition, it helps in the creation of new sectoral strategies. Particularly in the infrastructure sector, new strategies may emerge, for example in the area of infrastructure rehabilitation with European support or in other areas. Therefore, there will be a need to produce better documents and better policies,

    Alimjan Akilov, a doctor of law, said Uzbekistan plans to implement the new model of regional development in one of the districts of the Kashkadarya region. 

    At present, the specific district has not been identified yet, as the developers of the model have not yet established its key directions and priorities. The model being developed may be aimed at the development of mining, agriculture or environmental issues. The choice of a particular district will depend on which industry is chosen as a priority,

    In particular, some districts in the Kashkadarya region are known for their medicinal herbs, and developing that industry could be key to the region's economic growth.

    - the professor added.

    According to him, the regional strategic planning model will be built around a specific strategic goal. Dekanabad district can become one of the leaders of mountain tourism in Central Asia. With this goal in mind, tactical tasks such as developing infrastructure, utilities, transport, etc. will be defined.

    Kashkadarya region also has districts with rich mineral resources used in construction, such as chalk, lime, red sand, etc. The development of this industry can become a priority of the regional development model. Thus, the choice of a particular district for the implementation of the model will be determined by the priority areas of development.
    It is planned that by the end of the year, the development and implementation of the regional strategic planning model will begin. Both domestic and foreign experts will participate in this process.

    The participants of the event noted that the existing legislation in the sphere of strategic planning is characterised by fragmentation and inconsistency of concepts, parts and provisions. To eliminate these problems, it is planned to adopt a presidential decree that will establish a hierarchy of documents, specify the relationship between individual provisions and ensure their consistency with other legislative acts.

    The analysis of foreign experience has made it possible to determine the optimal volume of documents and introduce a procedure that will ensure systematic and consistent adoption of strategic plans both at the republican level and at the level of ministries and departments.
