Kazakhstan cracks down on illegal fuel exports, halting 900 cases for market stability

In a concerted effort to safeguard Kazakhstan's domestic fuel market, authorities have announced the suppression of approximately 900 cases of illegal fuel and lubricant exports since the beginning of the year. This development follows a high-level meeting chaired by First Deputy Prime Minister Roman Sklyar, addressing concerns surrounding fuel supply and distribution within the nation.

The gathering, attended by key stakeholders including the Ministry of Energy, the Financial Monitoring Agency, the Border Service of the National Security Committee, the State Revenue Committee, and NC KazMunayGas, aimed to assess the state of Kazakhstan's fuel market and ensure adequate reserves for domestic consumption.

Minister of Energy Almassadam Satkaliyev and Chairman of the Board of KazMunayGas, Magzum Mirzagaliyev, provided assurances regarding the stability of the market and affirmed the availability of ample reserves across all fuel and lubricant categories. Of particular emphasis was the prioritized distribution of diesel fuel to agricultural producers, crucial for spring sowing operations.

Deputy Director of the Border Service, Bauyrzhan Absamatov, highlighted ongoing efforts to curb illicit cross-border fuel flows and 'gray' exports. Collaborating closely with the State Revenue Committee, authorities have successfully identified and intercepted approximately 130,000 liters of illegally exported fuel and lubricants in the 900 cases documented since the year's onset.

Moreover, the Financial Monitoring Agency reported registering 13 cases of illegal fuel and lubricant sales, totaling 6,000 tons with a market value of KZT 1.6bn ($3.6mn), underscoring the scale of the illicit trade within the country.

It was revealed that bilateral agreements with Russia have been established at the governmental level, ensuring supplementary fuel supplies should domestic demand exceed available reserves.

Concluding the meeting, the First Deputy Prime Minister issued specific directives aimed at preventing fuel and lubricant shortages within the domestic market. Stringent measures were outlined to combat further attempts at illegal exports, reaffirming the government's commitment to maintaining fuel security and stability in Kazakhstan.
