Uzbekistan has adopted a presidential decree aimed at enhancing the regulation of lotteries and risk-based games within the country. The decree, announced via the Legal information Telegram channel, outlines several key provisions that will come into effect from January 1, 2025.
One of the significant changes introduced by the decree is the permission to organize risk-based games and bookmaking activities on the internet. These activities, including lotteries, online games, and bookmaking, will be conducted under licenses issued by the National Agency for Prospective Projects (NAPP), as stipulated by law.
Participants in these lotteries and games must be individuals who have reached the age of 18, whether they are residents or non-residents of Uzbekistan. This age restriction is put in place to ensure responsible participation in these activities.
Regarding taxation, the decree establishes a specific procedure for taxing the income generated from organizing lotteries, online games, and bookmaking activities on the internet. For legal entities engaged in these activities, a tax rate of 4% will be applied to their total income, after deducting paid winnings and returned bets.
Additionally, the decree exempts individuals from paying income tax on their winnings from lotteries, online games, and bookmaking bets conducted under licensed activities.
The decree also assigns monitoring and control responsibilities to the NAPP and the General Prosecutor's Office. These entities will ensure that organizers of lotteries and games, as well as bookmaking activities, comply with legal regulations aimed at combating money laundering, terrorism financing, and the proliferation of weapons of mass destruction. Oversight of compliance will be conducted by the Department of Combating Economic Crimes.
