At the latest session of the Cabinet of Ministers, decisions were made regarding public safety and infrastructure oversight in Kyrgyzstan. Among the key resolutions passed, the approval of the "Rules for the Safe Operation of Attractions" stands out, alongside the endorsement of an interdepartmental commission's findings concerning a recent emergency at a thermal power plant (TPP) in the capital.
The newly approved rules for the operation of attractions aim to align with the Technical Regulations of the Eurasian Economic Union on the safety of amusement rides. Their implementation seeks to mitigate the risk of accidents, incidents, and injuries associated with amusement ride equipment across various facilities.
The primary focus remains on safeguarding the lives and well-being of citizens, as well as protecting the property of individuals, legal entities, and state infrastructure in the amusement ride sector.
Furthermore, the Cabinet's decision encompassed the formal acknowledgment of an interdepartmental commission's report investigating an emergency occurrence at the Bishkek thermal power plant. The commission's findings shed light on several technical and organizational shortcomings contributing to the incident:
- Equipment Obsolescence: The thermal power plant's equipment had surpassed its standard service life, rendering it obsolete.
- Safety System Malfunctions: Critical safety mechanisms, such as the system for active suppression and isolation of explosions and fires, were not adequately maintained.
- Ignition Device Absence: The absence of an ignition device on boiler units exacerbated safety risks.
- Failure of Safety Protocols: Multiple failures in safety protocols, including protection mechanisms and oxygen meters, were noted.
- Coal Dust Management: Issues regarding the management of coal dust concentration and the use of coal from higher explosion hazard groups were highlighted.
- Organizational Lapses: Various organizational deficiencies, such as operational oversights and inadequate training, were identified.
Consequently, the interdepartmental commission recommended disciplinary actions against officials responsible for overseeing the operation of the thermal power plant. Minister of Energy Taalaibek Ibraev was recommended for a reprimand, while Deputy Minister Taalaibek Baygaziev faced a more severe reprimand due to their respective roles and responsibilities.
