The Government of the Republic of Uzbekistan, in partnership with the Road Committee of the Ministry of Transport and the Ministry of Economy and Finance, is initiating a development plan for the Tashkent-Andijan Road Project. The initiative includes design, construction, financing, operation, and maintenance.
Supported by the World Bank, specialized consultancy from Arup (UK), PwC (Uzbekistan), and CMS (UK) will facilitate competitive bidding for selecting private sector partners.
The GoU is inviting all parties with experience in the funding, financing, construction, operation, and/or maintenance of expressways and toll roads to submit a preliminary and non-binding indication of potential interest in the initial stage of the project. Interested entities with relevant expertise are invited to express preliminary interest through a letter (up to two pages) by April 26, 2024.
A formal prequalification and Request for Qualifications (RfQ) will be announced later in the year on government portals. Participation in this initial inquiry is not mandatory for the RfQ process. An online briefing will coincide with the RfQ launch.
The RfQ aims to attract international and local industry leaders to ensure efficiency and safety for this strategic route. The initiative is part of the government's reform strategy to improve public sector investment and services, focusing on transport to enhance regional connectivity and economic growth.
As part of the program, the GoU is committed to implementing PPP solutions in transport infrastructure to improve connectivity with neighbouring countries, gain better access to international economic growth opportunities, and stimulate job creation, trade, and tourism.
The Project envisages the construction and upgrading of approximately 320 km of category A expressway between Tashkent and Andijan in stages. The expressway is projected to have 3 lanes in each direction, reducing to 2 lanes in each direction in tunnels.
This invitation to submit indications of interest is non-binding and forms part of the procurement process that will be launched at a later date. A response to this request does not guarantee participation in the procurement process.
