Uzbekistan has recently established requirements for paid parking spaces, as per the Road Traffic Law. This move is part of a broader effort to streamline urban transportation and improve road safety.
Fee Structure
Owners of paid parking spaces are now authorized to independently set the amount of fees for using these spaces. However, these rates must not exceed the maximum values established by the Council of Ministers of Karakalpakstan, regional governments, and the city of Tashkent, in agreement with the Ministry of Economy and Finance.
Payment can be made in cash or non-cash using payment systems, including automated payment systems. This flexibility in payment methods aims to facilitate ease of use for the public.
User Privileges
Owners of paid parking spaces have the right to determine the list of users and vehicles that will be provided with free or discounted use of these spaces. This provision allows for a more inclusive approach to urban parking management.
Mandatory Requirements
Parking lot owners are required to fulfill several requirements to ensure the smooth operation of these spaces. These include:
- Introduction of an automated payment system for the use of paid parking spaces.
- Ensuring that in areas where paid parking spaces are installed, road signs are installed, and video surveillance systems or other technical security measures are installed and operating.
- Providing reserved spaces for vehicles driven or transported by persons with disabilities among parking spaces adjacent to the entrance or exit of a parking space.
These requirements aim to enhance the safety and accessibility of parking spaces, aligning with global best practices.
Road Safety in Uzbekistan
The introduction of these new parking regulations comes at a time when Uzbekistan faces serious challenges in the realm of road safety. According to WHO figures, around 3.6mn people were killed on its roads in 2018. Between January and March 2022 alone, 39 children lost their lives on the country’s roads, where 204 out of 1,469 road accidents involved children.
The new parking regulations, therefore, represent a significant step towards improving road safety and managing urban transportation more effectively in Uzbekistan.
