The President of Uzbekistan has signed a decree regarding additional measures to reform the system of execution of court documents and documents of other bodies and digitalization of the sector, Legal Information channel reports.
Commencing from May 1, 2024, the following key reforms will be implemented:
Electronic Issuance of Executive Documents: The decree introduces the issuance, sending, and presenting of executive documents in electronic form, rooted in court documents.
Minimum Guaranteed Income Protection: A safeguard is established to determine the minimum guaranteed income, shielding citizens from being charged for debts.
Simplified Enforcement Proceedings: The simplified procedure for enforcement proceedings will extend to the collection of arrears on postal expenses.
From December 1, 2024, the introduction of the "Register of Obligations" will be a pivotal development, ensuring the unwavering execution of court documents and documents from other bodies.
To streamline and regulate the sale of properties, effective April 1, 2024, sales based on contractual mediation will only be conducted by trade organizations implementing an electronic system for remote monitoring. The procedural framework for property sales registered by executive documents will be developed based on contractual mediation conditions by March 1, 2024.
In a commitment to the welfare of minors, an additional 230 state executive staff units will be allocated to the Ministry of Internal Affairs (MIB) with a focus on safeguarding the interests of minors.
A Monitoring Center is slated to be established within the Organizational Control and Analysis Department of the Central Apparatus. Additionally, the creation of an Assets Accounting and Management Department in the central apparatus, along with corresponding branches in the offices of the Republic of Karakalpakstan, regions, and Tashkent city, will enhance efficiency and oversight.
