In Uzbekistan, significant measures to liberalize business liability came into effect on January 1, as reported by the Chamber of Commerce and Industry. Presidential decree aligning with the Uzbekistan-2030 strategy shows that entrepreneurs can now receive exemption from liability for their first tax offense. The condition for this exemption is compensating the state for damages (unpaid taxes, fees, penalties, and other sanctions) before the judges overseeing their case are removed for a meeting.
Additionally, a new provision has been introduced that notifies the office of the business ombudsman, the Chamber of Commerce and Industry, and other relevant organizations when criminal cases are initiated against a business. Representatives from these organizations will then become involved in the case as public defenders.
This move aims to introduce transparency and fairness in legal proceedings against businesses by involving independent entities to ensure a balanced and impartial approach.
In a related development, Uzbekistan has reduced the period for storing tax reports and filing claims against entrepreneurs from five to three years. The law, signed by the President on December 28, emphasizes that customs duties not subject to registration are paid in the customs territory.
