According to the United States Department of State, Afghanistan has seen a significant decline in terrorist threats. The country did not enter the top 10 countries for terrorist attacks in 2022, marking a significant improvement from previous years. The number of victims also decreased by 88% from 2021, with only 726 people affected.
The report highlights that the Afghan branch of the Islamic State, "Wilayat Khorasan," claimed responsibility for 54 terrorist attacks in Afghanistan and Pakistan, during which 443 people were killed. Tehrik-e Taliban Pakistan killed 134 people in 34 terrorist attacks in these countries. This organization is under UN sanctions for terrorist activities.
The report also notes that al-Qaeda, including its branch in the Indian subcontinent, did not abandon the goal of attacking the United States, but did not have such capabilities. The United States has not decided to recognize the Taliban or another entity as the Government of Afghanistan and pressed the Taliban to uphold their counterterrorism commitments under the 2020 U.S.-Taliban Agreement (the “Doha Agreement”).
The threat of violent extremists attacking the United States or allies from Afghanistan has been greatly reduced over the past 20 years, and any remaining threat emanating from the country can be addressed without a persistent U.S. military presence there. Al-Qaeda's capability to threaten the United States from Afghanistan is "quite limited, in part thanks to the operation that killed Ayman al-Zawahiri in Kabul," a U.S. official said.
