The National Agency for Prospectives Projects (NAPP) of Uzbekistan has been assigned the responsibility of overseeing the operations of bookmakers and the organization of lotteries. This significant shift in regulatory control was enacted through a resolution signed by the President of Uzbekistan, Shavkat Mirziyoyev.
Before this, the Ministry of Economy and Finance held the reins of control over the activities of betting and lottery companies. This change signifies a strategic move to consolidate regulatory control under NAPP, enhancing the efficiency and effectiveness of oversight.
The NAPP has also been entrusted with the regulation and development of e-commerce within the country. Previously, this domain was jointly managed by the Ministry of Digital Development and the Ministry of Investment. This move further underscores the growing role of NAPP in shaping the digital and economic landscape of Uzbekistan.
Earlier in April, President Mirziyoyev had directed the departments to explore the possibility of legalizing bookmakers within the year. In 2019, a decree was signed by the President permitting the operation of bookmakers from 2021. However, this decision was subsequently revoked in 2022.
Initially, it was proposed that licenses to bookmakers would be issued by the Capital Market Development Agency, which has since been abolished. With these recent changes, it appears that NAPP is poised to play a pivotal role in the future development of these sectors in Uzbekistan.
