Three members of the Taliban delegation, an organization under UN sanctions for terrorist activities, reportedly lost their passports while shopping in a Moscow supermarket, as reported by the Mash Telegram channel on September 29.
These Taliban representatives had arrived in Moscow to participate in a meeting of the Moscow format of consultations on Afghanistan and had checked into the President Hotel. However, on September 28, one of the delegates ventured to the Evropeisky shopping center for some shopping, during which he inadvertently lost a wallet containing the passports of three colleagues, including Deputy Foreign Ministry Spokesperson Zia Ahmad Takaly. The metropolitan police initiated a search for the missing documents.
Prior to this incident, Russia's special representative for Afghanistan, Zamir Kabulov, had highlighted differences in the visions of an inclusive government between Russia and other participants in the Moscow format and the Taliban. Nonetheless, he clarified that neither Moscow nor other regional players intended to exert pressure on the Afghan authorities.
The Moscow format meeting on the Afghan peace settlement had been announced by the Russian Foreign Ministry on July 17, with Afghan Foreign Minister Mavlawi Amir Khan Muttaqi, representing the Taliban movement, reportedly invited. It's worth noting that the Moscow format meeting in the fall of 2022 took place without the Taliban's participation. The Russian Foreign Ministry cited the Afghan authorities' failure to create an inclusive government and implement recommendations as reasons for their absence.
