Kazakhstan's Ministry of Industry and Infrastructure Development has recently drafted a resolution to safeguard the domestic market, promote the national economy, and support local producers.
The document is intended to restrict the accessibility of foreign potential suppliers to engage in public procurement of particular goods, specifically paper used for writing, printing, or other graphic purposes.
The proposed resolution will prohibit the public procurement of imported office paper while allowing goods produced by potential suppliers registered as domestic producers to participate in public procurement.
The proposed resolution will be valid for two years if adopted, during which time it is expected to boost the production of office paper in A3 and A4 formats.
This, in turn, will lead to the opening of new production facilities, modernization of existing facilities, job creation, and increased tax revenues to the budget.
The project is currently open for public discussion until August 18, 2023.
Last November, Daryo reported that neighboring Uzbekistan mainly imports paper and paperboard from the Russian Federation. The country's state statistics agency's findings indicated that, in the first nine months of 2022 (3Q), Uzbekistan purchased 106,700 tons of paper products from Russia. The People's Republic of China came second in paper supply, while Belarus was ranked third.
