In response to the energy crisis caused by climate challenges and the low water inflow in the Naryn River basin, as well as the growing energy consumption surpassing the generating capacity, President Sadyr Japarov of the Kyrgyz Republic has signed a decree declaring a state of emergency in the energy industry.
The decree aims to take urgent measures to address the pressing energy issues faced by the nation.
The state of emergency in the energy industry will be in effect from August 1, 2023, until December 31, 2026, as stipulated in the decree. To tackle the crisis and promote renewable energy solutions, the Cabinet of Ministers is granted certain powers and responsibilities under the decree.
Within one week, the Cabinet of Ministers will authorize the Ministry of Energy to identify and allocate suitable land plots for the implementation of renewable energy projects. These lands will be transferred to the Green Energy Fund under the Cabinet of Ministers in line with a previous presidential decree issued on March 23, 2023, which pertained to land usage for renewable energy sources.
During the emergency period, the Minister of Energy of the Kyrgyz Republic is granted exclusive authority for general coordination over various departments and institutions involved in energy projects. The minister will oversee the activities of the Deputy Ministers of Agriculture, Natural Resources, Ecology, and Technical Supervision, as well as heads of relevant institutions responsible for land and water management, subsoil use, and geological matters. In case of improper execution of measures related to the emergency regime, the minister may propose the dismissal of officials involved.
To expedite the implementation of measures during the emergency, state-owned enterprises, joint-stock companies with a state share, and their subsidiaries in the energy industry are permitted to procure goods, works, and services using the method of one source.
The Minister of Energy will bear personal responsibility for the proper execution of the decree's provisions, emphasizing the urgency of the measures to address the energy crisis in the Kyrgyz Republic.
