The government of Kazakhstan will implement facial image verification during the registration process of mobile numbers, Tengrinews.kz has reported.
Specifically, to enter into a contract for mobile communication services remotely, Kazakhstani citizens may soon be required to provide their biometric data, specifically, a facial image. This requirement is being introduced to counter criminals who register subscriber numbers under other people's names. The aim is to provide law enforcement agencies with accurate information during operational and search activities. In order to minimize these crimes, the decision to register subscribers through biometric identification has been made, as stated in the justification for the proposed changes. The corresponding draft order will be open for public discussion until August 3.
It was announced by the Minister of Digital Development, Bagdat Mussin, a year ago that mobile numbers of Kazakhstani citizens could be linked to biometric data.
"We will carry out biometric identification during the registration of mobile phones. A large number of numbers are registered to one person, taken abroad, and then used by fraudsters to commit fraudulent acts. To prevent this, we are now making the necessary changes to regulatory documents, and technically, we are ready. You can see that biometric identification is being used everywhere," he said.
Since January 1, 2019, the country has implemented mandatory registration rules for devices using the IMEI code + SIM card + individual identification number (IIN) scheme. Each device owned by Kazakhstani citizens was automatically linked to the SIM card installed in it. At that time, citizens were requested to manually register their devices.
