The Russian Ministry of Foreign Affairs (MFA) has proposed that Russian citizens who have acquired citizenship, permanent residency, or "any other document confirming the right to permanent residence" in a foreign country should notify the Russian diplomatic missions within 60 days. Meduza has reported with reference to the draft departmental order published on regulation.gov.ru.
According to the draft order, Russian citizens over the age of 18 are required to personally submit such notifications to the embassy or consulate or through a representative with a power of attorney "notarized in accordance with Russian legislation."
For Russian citizens under the age of 18 or individuals declared legally incapacitated, the notifications are proposed to be submitted by their legal representatives.
The MFA also suggested that Russians should submit notifications to Russian missions within 60 days if they have lost their citizenship, permanent residency, or "any other document confirming the right to reside" in another country.
The authors of the document proposed that the new notification procedure come into effect on October 26, 2023.
Following the onset of a full-scale Russian invasion of Ukraine and the mobilization declared in Russia, many Russians have left the country. There is no exact data on the number of departing Russians, but it is estimated to be in the tens or hundreds of thousands. Russian authorities have been stating in recent months that many of those who left the country have decided to return.
