The human rights representative (ombudsman) of the Oliy Majlis reacted to the reports that businessmen arrested in Tashkent were tortured.
Dilshodjon, the 40-year-old brother of Doniyor Torakho'jayev, a resident of Chodak village, Pop district, Namangan region, suspected of Burglary and Other Criminal Intrusion, was tortured by the officers of the Investigative Department of the Internal Affairs of Tashkent on April 12-15. His mouth and hands were tied with scotch tape and later was subjected to a brutal beating.
Also, the report stated that 29-year-old Hasanboy Abdunabiyev, detained in Tashkent penitentiary on one count of illegal drug possession, became slightly disabled as a result of the torture. He is accused of Illegally preparing, processing, obtaining, storing, transporting or sending narcotic drugs as well as their illegal transfer.
Hasanboy Abdunabiyev, under the protection of lawyer U.M., sent an appeal to the ombudsman about the torture, and on May 1. This report later was sent to the Prosecutor General's Office through a special control letter of the ombudsman for consideration based on the requirements of the Criminal Procedure Code.
Apparently, it is planned to organize an extraordinary monitoring visit for the ombudsman and the representatives of the public group to meet and talk to the aforementioned detainees.
The reports about torture sent to the ombudsman, including messages posted on social networks, are immediately monitored and investigated.
"Uzbekistan has chosen the path of struggle against any form of inhumane torture that undermines human dignity. From this point of view, appeals related to torture are under special control. The ombudsman is in favour of preventing and eliminating cases of torture," the ombudsman said in a message.
According to Abdurahman Tashanov, the chairman of "Ezgulik" society, Dildoshjon Torakhodzhayev was tortured by the officers of the criminal investigation department in civilian clothing, "angels of death" in black special uniforms, and investigators in order to obtain a mandatory statement.
The Ministry of Internal Affairs reacted to these cases of torture and issued the statement: "Some of the suspects in the above-mentioned criminal cases have been regularly involved in sports, previously participated in various street fights, and are currently promoting their pre-existing injuries through third parties on social media. There is information that the aim is to create distrust and unhealthy hype towards the authorities. Investigations are being carried out by the prosecutor's office in connection with each case.”
