Over the past five years, Uzbekistan's regional policy has undergone wide-ranging reforms. However, as noted by experts of the Institute of Forecasting and Macroeconomic Research (IPMI), the peculiarity of the regional policy of this period was a shift of emphasis in addressing issues of socio-economic development of territories from the level of regions to the level of cities.
All this has yielded positive results, as evidenced by the fact that during 2018-2022 in the country's eight regions, there was a dynamic growth of the economy (GRP growth is 131.9-154.4%), media reports.
First, in the Andijan, Tashkent, and Navoi regions, economic development in the post-pandemic period (2021-2022) has stabilized in the short term.
Secondly, tangible results have been achieved in the economic growth of the Namangan, Fergana, and Jizzakh regions (GRP growth of 1.3 times, which is higher than the national parameter) due to the increase in the capacity to produce finished textiles and clothing, rubber and plastics, building materials, as well as the development of medium-high-tech activities (production of electronic and optical devices, electrical equipment, development of information and communication services, education, etc.).
What industries have made a significant contribution to the growth of GRP regions?
- the industrial sector (based on the analysis of the average annual growth of GRP) was significant in ensuring the increase of GRP in the Andijan, Navoi, Namangan, Syrdarya, and Tashkent regions;
- the agricultural sector retains its advantage in the growth of GRP of the Bukhara, Dzhizak regions and the Republic of Karakalpakstan;
- services sector is noted as a leading industry in ensuring the growth of GRP of Khorezm, Samarkand, Kashkadarya, Surkhan Darya, and Fergana regions.
One of the goals of the New Uzbekistan Development Strategy for 2022-2026 for the accelerated development of the national economy and ensuring high growth rates has been to increase the volume of the regional economy by 1.4-1.6 times. This includes further implementing measures to ensure the balanced development of regions, stimulation of growth of cities and districts, improvement of urbanization policy, and strengthening of the role of the mahalla institution.
