Uzbekistan is aiming to transform the Andijan region with ambitious targets set for this year: attracting $3.1bn in investment, exporting $1.5bn worth of goods, creating jobs for 305,000 people, and lifting more than 32,000 families out of poverty.

These goals are part of a presidential resolution issued on November 18, 2024, which outlines measures to boost Andijan’s socio-economic development and improve the regional investment climate.
On July 28, President Shavkat Mirziyoyev was presented with updates on the region’s progress and new development plans. Since the beginning of the year, industrial facilities worth $1bn have been launched, alongside 344 trade and service centers. Another $2.5bn in projects are currently underway. In the first half of the year, Andijan attracted $850mn in investments and exported $465mn worth of goods.
The president’s visit to the region in April helped accelerate these efforts. A newly formed “Reforms Headquarters,” bringing together experts and entrepreneurs, has since proposed a series of initiatives to drive further growth.

Key projects presented during the briefing include:
- $40mn to bring in robotic medical technologies from Germany, Turkey, and Japan for an advanced clinic;
- €20mn in investment from Italy to develop a modern agrocluster;
- €25mn from Germany for an agrologistics complex;
- More than 30 tourism projects across Khanabad, Khojaabad, and Bulaqbashi.
In total, new projects worth $1.1bn have been formed, which are expected to create 22,000 jobs and boost exports by $200mn.

President Mirziyoyev stressed the need to tailor development strategies to the unique needs of each district, attract investment to underserved areas, and prioritize skills training and job placement. He also called for efforts to turn local neighborhoods into safe, crime-free zones.
Andijan’s export volume totaled $1.246bn in 2022 but declined by $82mn in 2023 to $1.164bn. In 2024, exports saw a modest rebound to $1.191bn.
