During the trip to Singapore, the delegation of the Academy of Public Administration under the President of Uzbekistan held talks with the management of the Department of Public Service under the Prime Minister's system, the Lee Kuan Yew School of Public Policy and the College of Public Service.
According to the initial agreement, during 2023, about 200 civil servants, as well as professors and teachers and researchers of 15 academies will study and undergo internships in the above educational institutions.
In cooperation with the Singapore side, a special training course of 3 and a half weeks (1 and a half weeks in Tashkent and 2 weeks in Singapore) will be developed. The first week of the course is organized as a preparatory course at the academy, after returning from Singapore, the participants defend the project at the academy.
Scientists and experts from the Singapore side actively participate in the transformation of master's and doctoral programs, and international expertise of curricula and modules at the Academy. In 2023, the advanced experience of public policy and management in Singapore will be promoted in Uzbekistan through at least 2 scientific-innovative and research events and 5 scientific-popular articles.
Currently, the Singapore School of Public Policy offers master's degrees in 4 areas:
- State policy (2 years);
- International relations (2 years);
- Public administration (1 year);
- Public administration and management (1 year, in Chinese) and research (PhD) programs.
The School of Public Policy is a member of the Global Network of Schools of Public Policy. Master's students of the school in the field of Public Policy have the opportunity to study in double degree programs with Columbia University, London School of Economics, and Tokyo University.
Since 2010, civil servants and representatives of the private sector have been improving their skills in short-term training courses at the School of Public Policy. Also, short-term training programs for more than 2,000 high-class specialists from more than 90 countries of the world are held every year. 80% of the attendees of this short-term program are international students.
Subjects such as the basics of public policy, public policy problems in the 21st century, public policy processes, political institutions and actors, policy identification and evaluation, public policy in the digital age, leadership and ethics for public policymakers are taught in the field of public policy.
Shavkat Mirziyoyev has repeatedly emphasized the importance of fighting corruption, changing the mindset of personnel, and forming personnel of the new era. It is expected that there will be discussions on these topics during the visit to Singapore. This visit is also important because it is planned to attract additional investment of up to 4.7 billion dollars. In particular, investments will be attracted to the privatization of inefficient state enterprises.
