Kazakhstan made considerable strides in expanding its digital infrastructure in 1H24. The country connected over 1,200 rural settlements and 3,700 state institutions to broadband internet through a fibre-optic line project. With the installation of more than 20,000 kilometres of new lines, connectivity across the nation has significantly improved. Additionally, the launch of 918 5G base stations in 20 cities and the provision of broadband internet to 4,800 rural areas have enhanced service quality and reduced fraudulent activities.
Growth in digital government services
The digitalization of government services in Kazakhstan continues to advance, with 93.3% of services now offered electronically. Of these, 86% are accessible via smartphones, indicating the nation's progress toward a more digital governance model. The eGov Mobile application and other platforms facilitated the delivery of 35 mn services in the first half of the year, reflecting the high level of digital transformation within the country.
Strategic initiatives in Artificial Intelligence
Kazakhstan is prioritizing the development of artificial intelligence (AI) as a key area for future progress. The government has established the AI and Innovation Development Committee, aiming to create a comprehensive AI ecosystem. The AI Development Concept for 2024-2029 has been adopted to drive innovation through a national AI platform, providing access to data and computing power. The Alem.AI Center, located at the Nur-Alem Museum, will focus on training specialists and supporting the growth of AI startups.
Integration into international IT markets
Kazakhstan is actively seeking integration into the global IT market through strategic collaborations. Partnerships with the World Bank and international organizations like Alchemist and SilkRoad Innovation Hub are helping local startups introduce advanced solutions in various economic sectors, including medicine, education, tourism, and mining. The Astana Hub's collaboration with Google Accelerator is further strengthening Kazakhstan's position in global innovation ecosystems.
Advancements in the Aerospace industry
The aerospace sector in Kazakhstan has seen key developments, notably with the signing of a protocol on May 30 that amends the intergovernmental agreement on creating the Baiterek Space Rocket Complex. This amendment increases Russia’s obligations, thereby enhancing the complex’s profitability and sustainability. Additionally, agreements with China signed during the Shanghai Cooperation Organization are expected to bolster technical and economic cooperation in the IT sector.
Progress in geodesy and cartography
Kazakhstan has also advanced in geodesy and cartography, creating digital topographic plans for 915 settlements, including cities and district centres. The coverage with digital topographic maps at a scale of 1:25,000 has increased to 85.6%, with plans to expand this to 92.52% by year-end. This progress represents a significant step forward in the nation’s digital infrastructure development.
