Russia announced an expansion of migrant employment bans in the Chelyabinsk and Krasnodar regions, adding numerous new sectors to the list of prohibited jobs. Previously, migrant workers in the Chelyabinsk region were banned from driving cabs and buses. This year, the ban will extend to 19 more sectors, including the sale and repair of cars and motorcycles, financial services such as insurance and pensions, recruitment, gambling and lottery organization, and computer and household appliance repair.
Additionally, migrants will be prohibited from employment in trade, hospitality, catering, and agriculture. Other professions now restricted include lawyers, translators, accountants, veterinarians, fitness trainers, and those involved in creative activities and organizing entertainment events.
Starting from September 22, foreign nationals will be prohibited from working as household assistants in sectors including agriculture, manufacturing, culture, and hospitality in the Krasnodar region. Previous bans in this region included trade, catering, education, healthcare, sports, medical services, courier services, and passenger transportation, including cabs.
Employers who fail to comply with these new regulations will face significant penalties. They may be fined up to RUB 1 mn (over $11,370) for each illegally employed migrant or face business suspension for up to 90 days.
In the Tomsk region, migrants were already restricted from working in areas such as cabs, hotels, catering, security, education, and sports. In July, a federal proposal suggested implementing a nationwide ban on migrants working in cab and delivery services, which would further restrict migrant employment opportunities across Russia.
