In a development fostering international cooperation in peacekeeping efforts, the government of Kazakhstan has approved a draft agreement with the United Nations regarding the provision of resources to the UN Disengagement Observer Force (UNDOF).
The Ministry of Defense spearheaded the initiative, presenting a draft legal act titled “On the signing of an Agreement in the form of an exchange of letters to the Memorandum of Understanding between the government of Kazakhstan providing resources to the UNDOF and the United Nations,” dated February 14, 2024.
The primary objective behind the drafted government resolution is to formalize an agreement aimed at resolving financial matters related to the deployment of Kazakhstan’s peacekeeping contingent within the UN mission (UNDOF).
A crucial aspect of this agreement, as outlined in the Memorandum of Understanding, involves the reimbursement of personnel costs by the United Nations to the Government of Kazakhstan. Specifically, the UN will reimburse the Kazakh government a monthly fee of $1,448 for each military personnel involved in peacekeeping operations.
To further incentivize and ensure the dedication and quality service of its military personnel participating in peacekeeping missions, Kazakhstan has proposed a novel approach. Instead of the UN reimbursing the government directly, payments for personnel will be made directly to the military personnel themselves. This strategy aims to enhance transparency, accountability, and motivation among Kazakhstan's armed forces engaged in global peacekeeping efforts.
The draft government resolution, which encompasses the proposed agreement, is now available for public perusal on the "electronic government" portal under the "Open legal acts" section. Interested parties can access the full text of the draft resolution until May 24 via the following link: https://legalacts.egov.kz/npa/view?id=15041665.
