Uzbekistan secured financial support for the reconstruction of a crucial segment of the M-39 motorway through agreements with the Islamic Development Bank (IsDB) and the OPEC Fund for International Development. The IsDB will provide a loan of $106.7 mn, and the OPEC Fund will contribute $41.7 mn. Both loans have a term of 20 years, which includes a five-year grace period, facilitating the funding of a project valued at $195 mn, Lex.uz reports.
The project involves the reconstruction of a 60 km section of the M-39 motorway, which extends from km 1255 to km 1315. This motorway is a vital link connecting several major cities across Central Asia, including Almaty, Bishkek, Tashkent, Shakhrisabz, and Termez. The reconstruction aims to upgrade the road to meet international standards and improve the regional transportation network.
The Committee on Roads under the Ministry of Transport, along with the Avtoyulinvest Agency, are designated as the executive bodies responsible for the implementation of the project. Their role is to ensure that the project is completed on time, within budget and meets the required quality standards. Uzbekistan's contribution to the project includes $41.5 mn in tax and customs privileges and additional financial support to cover various project-related expenses.
The project includes environmental initiatives such as planting 450,000 saplings along the roadside areas in Uzbekistan's Kashkadarya region. This effort aims to enhance the environmental landscape and create green zones along the reconstructed segments of the motorway.
The Ministry of Justice is tasked with reviewing all agreements related to the project to ensure compliance with Uzbek law. The Ministry of Employment and Poverty Reduction will manage the legal and administrative aspects concerning foreign specialists involved in the project, ensuring they have the necessary authorizations to work in Uzbekistan.
