A new law "On Energy Saving and Energy Efficiency" has come into force in Turkmenistan, establishing legal, economic and organizational regulations in this area. The document, which was published in the local official press, provides for favorable loans, tax benefits and a new tariff policy.
Consumers of fuel and energy resources are obliged to
1) to comply with the normative values of the power factor in power networks
2) during the production and transmission of fuel and energy resources, not to allow their unproductive consumption caused by malfunction of equipment, operation of pipelines without thermal insulation, or non-compliance with the mode of operation of energy-consuming equipment;
3) to ensure that the consumption of fuel and energy resources is reduced to the level of progressive (effective) norms established on the basis of the results of energy inspection.
4) to prevent exceeding the norms of fuel and energy resources consumption established by the legislation of Turkmenistan.
Turkmenistan is one of the key players in the energy market of the region and has the fourth largest natural gas reserves in the world. Electricity generated from natural gas is supplied to Afghanistan, Iran, Uzbekistan and Kyrgyzstan. Turkmen gas is purchased by China, Russia and Uzbekistan.
The country is taking steps to diversify its export routes. Ashgabat is interested in new markets in Central Asia (via Uzbekistan), the Caucasus and Iraq (via Iran), South Asia (via Afghanistan) and Europe (via the Caspian Sea, Azerbaijan and Turkey).
