Tashkent authorities are set to embark on a project to construct multi-storey parking lots in the Sergeli district and near the bustling Chorsu market, Ilkhom Makhkamov, the head of the Ministry of Transport, unveiled these plans during an interview with Gazeta.uz on March 29.
Public-Private Partnership Initiative
Makhkamov disclosed that the initiative to build four multi-level parking facilities at key transportation hubs will be executed through a public-private partnership (PPP) framework. The selection of locations, including Sergeli and the vicinity of Chorsu market, was based on their high footfall and the scarcity of available land in Tashkent suitable for development without disrupting green spaces.
Highlighting the strategic approach to urban mobility, Makhkamov emphasized that the multi-storey parking facilities will be strategically located adjacent to metro stations. This integration aims to encourage commuters to utilize public transportation by providing convenient parking options, thereby reducing reliance on personal vehicles and mitigating traffic congestion. Additionally, the Ministry of Transport will intensify efforts to regulate traffic flow in the Chorsu area.
Presidential Decree and Urban Mobility Vision
Last February, a presidential decree laid out plans for the reorganization of public transportation, earmarking funds for the construction of four multi-storey parking lots. The initiative, to be funded by a dedicated government agency using surplus income from national and local budgets, underscores the government's commitment to enhancing urban infrastructure.
During a pre-election engagement with voters in June, presidential candidate Shavkat Mirziyoyev pledged to introduce interceptor parking facilities at five entry points to the capital and at the six busiest metro stations. This proactive approach to urban planning aligns with the city's vision for sustainable growth and improved mobility.
Furthermore, plans were announced in March to establish a Traffic Management Center responsible for overseeing Tashkent's road infrastructure. The center will be empowered to develop new paid parking facilities and install charging infrastructure for electric vehicles, reflecting a forward-looking strategy to embrace sustainable transportation solutions.
