To tackle the pressing issue of water scarcity and improve the efficient utilization of water resources, Riskul Siddikov, the deputy chairman of the Senate Committee on Agrarian and Water Management, has sent a formal request to the Minister of Water Management of Uzbekistan, the Senate of Oliy Majlis reported.
The move comes as part of ongoing efforts by the Senate of the Oliy Majlis to address shortcomings in water management and promote the adoption of water-saving technologies across the country, particularly in agricultural practices.
Highlighting the critical need for the economical use of water resources, Siddikov emphasized the importance of enhancing scientific research in water management and integrating innovative technologies into existing practices. He underscored that effective water management is essential for the socio-economic development of Uzbekistan's regions.
Recent studies conducted in the Jizzakh region revealed progress in aligning with the objectives outlined in the concept of water management development for 2020-2030. However, dialogues with local farms exposed several unresolved issues hindering the effective implementation of water-saving measures.
One major concern raised in the senatorial request is the outdated hydromodule zoning norms still being utilized for irrigation purposes, dating back 35 years. Siddikov noted that this approach fails to account for evolving soil and climate conditions, leading to inefficiencies in water usage.
Moreover, challenges in accessing credit funds for investing in water-saving technologies and a lack of requisite skills among farmers and specialists were identified as barriers to adoption. Delays in the allocation of funds for irrigation facility construction and reconstruction further exacerbate the situation, as outlined in the president's decree.
Siddikov urged the minister to take immediate action, including the introduction of water-saving irrigation technologies tailored to regional conditions, improvement of land reclamation practices, and the development of updated hydromodule zoning norms. He also called for leveraging international experiences, modernizing water infrastructure, and exploring public-private partnerships to address water shortages effectively.
