The regular meeting of the Council of the Eurasian Economic Commission (EEC Council) convened in Moscow on March 1, 2024, saw the participation of First Deputy Chairman of the Cabinet of Ministers of the Kyrgyz Republic, Adylbek Kasymaliev, the Cabinet of Ministers reported. The gathering addressed a comprehensive agenda encompassing over 20 issues, leading to the adoption of several decisions.
Among the key decisions taken was the amendment of the decision of the EEC Council dated January 18, 2019, No. 14, concerning the criteria for the admissibility of specific subsidies. The validity period of the conditions for applying this criterion has been extended by one year, with a threshold value established at 50%.
Furthermore, in a bid to enhance regulations governing competition in cross-border markets, the EEC Council decided to amend several documents pertaining to competition rules. These amendments include changes to the Procedure for conducting investigations into violations of general competition rules, the Procedure for considering cases of violation of general rules of competition, the Methodology for fines, the Methodology for Assessing the State of Competition, and the Procedure for considering statements about violations of competition rules.
Members of the EEC Council also endorsed a draft order concerning absentee voting of the Supreme Eurasian Economic Council on issues related to the transfer of import customs, special, anti-dumping, and countervailing duties. The proposed draft decision of the Supreme Council entails amendments to the Treaty on the Eurasian Economic Union, including the introduction of an alternative mechanism for fulfilling counter obligations regarding duty transfers.
Moreover, the EEC Council made adjustments to the Unified Commodity Nomenclature for Foreign Economic Activity of the Eurasian Economic Union and the Unified Customs Tariff of the Eurasian Economic Union regarding sublimation ink. Import customs duty rates for sublimation ink used in the production of light industrial goods have been reduced from 5% to 0% until December 31, 2025.
A decision was adopted concerning amendments to certain decisions of the Customs Union Commission relating to goods used in the production of electrical products, particularly transformers. This decision grants tariff benefits for goods designated for transformer production when imported into the Kyrgyz Republic and the Republic of Kazakhstan.
