President Shavkat Mirziyoyev recently held a meeting to discuss priority tasks in the fields of transport and infrastructure and suggested using Uzbekcosmos to detect unauthorized construction, Sherzod Asadov, the president's press secretary reports.
Mirziyoyev highlighted the lack of convenient infrastructure, education, and medical services in cities. He criticized the slow progress in creating master plans and detailed planning projects for settlements.
The president pointed out that even in places where general plans are ready, spot construction of buildings is carried out in violation of urban planning standards due to the absence of control from the Ministry of Construction. In 2023 alone, almost 4,000 cases of illegal construction were identified.
Over the past two years, more than 7,000 unauthorized additions to apartment buildings and 5,000 occupations of public spaces were reported. In Tashkent, illegal parking lots with blockers are often set up around high-rise buildings.
Combating Self-Construction
To combat self-construction, a special commission is being created. The commission comprises representatives from the Ministry of Construction, the Cadastral Agency, and Uzbekcosmos. The representatives will identify illegal buildings based on the analysis and comparison of aerial and space photography data.
The Ministry of Construction and city councils have been instructed to develop master plans for 170 settlements by the end of this year, and 300 settlements next year. Each plan must undergo public discussion and voting on the "Mening Hududim" platform.
Construction of New Residential Buildings
The topic of construction of new residential buildings was also discussed. Of the 2,000 objects whose construction began last year, 124 did not see the completion of construction, and another 450 were not delivered to the owners. In 16 areas with high housing needs, not a single house was built.
Mortgage Support Fund
To reduce the cost of housing and make it more accessible, it was ordered to create a Mortgage Support Fund. The peresident outlined the need for legal regulation of the sphere of shared-equity construction and the fight against unscrupulous developers.
