In a meeting on January 28, President of Uzbekistan Shavkat Mirziyoyev addressed critical issues within the housing and construction sector, President's Press Service reported. A key outcome of the meeting was the decision to appoint deputies responsible for construction and communal management for both the mayors of Tashkent City and Tashkent region. The focal point of this year's agenda is the construction of 1,637 infrastructure facilities, as outlined in the comprehensive investment program.
Addressing inefficiencies in transport system
President Mirziyoyev underscored the urgency of improving the country's transport system. He pointed out the inefficiencies in the current system, such as the fact that rail transport takes three times longer than road transport. Emphasizing the importance of private sector involvement in road construction and operation, the President stressed the need for scientific proposals to mitigate air pollution.
Accountability measures for ministers and governors
To enhance performance, ministers and governors with sluggish progress faced dismissal, only to be subsequently rehired on a one-year contract basis. This reappointment comes with specific Key Performance Indicators (KPIs) to ensure a more targeted and accountable approach to their responsibilities.
Addressing misappropriation and inflation in construction projects
Concerns were raised regarding the misappropriation of budget funds dedicated to construction projects, coupled with instances of looting and theft. Notably, project organizations were identified for inflating project costs, resulting in unnecessary expenditures. In 2023, stringent measures led to the avoidance of UZS 3 trillion ($242.3mn) in such superfluous expenses.
Transition to the "volume method"
Starting from January 1, 2025, a significant shift will occur in project management. All project-estimate documents, implementation of works, and acceptance procedures will transition from the traditional "resource method" to the more outcome-centric "volume method." This strategic change places heightened emphasis on timely and high-quality project delivery.
