In 2017, Uzbekistan updated its defense doctrine, emphasizing a defensive stance and stating,
"The Republic of Uzbekistan does not consider any country as its enemy."
The doctrine prioritizes relations based on national interests, international law, and peaceful conflict resolution.
The Defense Doctrine acknowledges the evolving global military-political situation and the expanding scope of dangers and threats to international security. It highlights the defense potential as a crucial means of addressing threats to national security.
This announcement coincided with the Ministry of Foreign Affairs inviting Russian Ambassador Oleg Malginov after Russian politician Zakhar Prilepin's statement on annexing Uzbekistan. The Ministry expressed deep concern over Prilepin's proposal, calling it deliberately provocative and potentially detrimental to historically friendly relations.
During the meeting on December 21, Ambassador Malginov reassured that "the sovereignty, independence and territorial integrity of the Republic of Uzbekistan have never been questioned" in Russia. The Ministry emphasized the need to address such provocative statements, highlighting their potential negative impact on diplomatic ties.
