To curb traffic violations and enhance road safety, Uzbekistan is considering the implementation of a penalty points system for traffic violations. This proposal was announced by the press service of the Legislative Chamber of the Oliy Majlis.
The proposal comes in the wake of a noted increase in road accidents, largely attributed to motorists’ disregard for traffic rules. Incidents involving serious consequences have been particularly linked to drunk driving.
The proposed system would assign penalty points for each violation, with a maximum annual limit of 12 points. Drivers exceeding this limit could face the suspension of their driving privileges.
The deputies have also highlighted instances of aggressive driving, characterized by a lack of respect for other road users, non-adherence to road etiquette, and reckless driving.
The bill also suggests that administrative punishment procedures be applied by the district or city court in criminal cases for exceeding the established amount of penalty points accrued for traffic violations.
This proposal is particularly significant given the road safety challenges in Uzbekistan. According to the Ministry of Internal Affairs, in 2021, 10,001 road accidents were officially registered in Uzbekistan, resulting in 2,426 fatalities and 9,230 injuries. The introduction of the penalty points system could be a crucial step towards improving road safety in the country.
