Oliy Majlis, the lower house of parliament, has given preliminary approval to a bill that would impose penalties for the online dissemination of images and videos that tarnish the reputation of law enforcement officers. The proposed legislation stipulates a fine equivalent to 50 basic calculation values (BCV) or an arrest of up to 15 days for such offences.
The bill has raised concerns among some members of the parliament. Deputy Doniyor Ganiyev, for instance, expressed apprehension that certain law enforcement officers might exploit the proposed law for their personal gain. He urged his fellow deputies to thoroughly consider this aspect during subsequent discussions on the bill.
The conduct of law enforcement officials is governed by stringent laws and regulations globally. Any act of misconduct, including the misuse of authority for personal purposes, is typically dealt with severely under these laws. Therefore, while the proposed bill aims to protect the reputation of law enforcement officers, it is equally important to ensure that it doesn’t inadvertently provide a cover for potential misconduct.
The bill is expected to undergo further deliberations before it can be passed into law. It remains to be seen how the concerns raised will be addressed in the final version of the legislation.
