During a recent meeting of the Jogorku Kenesh, the Kyrgyz parliament, various deputies raised crucial concerns about the nation's preparations for the upcoming autumn-winter period of 2023/2024. The gathering aimed to provide information on the steps taken by the Cabinet of Ministers to ready the Kyrgyz Republic's economy and population for the upcoming season. Chairman of the Cabinet of Ministers, Akylbek Japarov, led a group of government officials responsible for presenting the nation's preparedness efforts. Notable concerns were raised by deputies during the meeting.
Deputy Jalolidin Nurbaev specifically highlighted the issue of gasification, with particular emphasis on the Aravan region. He said,
"We must address the gasification issue promptly, particularly in the Aravan region."
Deputy Chyngyz Azhibaev focused on the Kara-Keche coal, addressing concerns regarding the cost of solid fuel and the uninterrupted supply of electricity, especially to citizens living in border areas. He stressed,
"We need to ensure that coal is available at reasonable prices and that electricity supply remains uninterrupted, especially in border regions."
Deputy Suyunbek Omurzakov underlined the critical nature of the preparations for the autumn-winter period, saying,
"Preparation for the autumn-winter period is a significant issue, and all necessary measures must be taken in a timely manner."
He emphasized the need to provide high mountainous and remote areas of the republic with coal.
Deputy Meikinbek Abdaliev sought clarification on several energy-related matters, including the construction of hydroelectric power stations, electricity restrictions, imports, and coal quality. He asked,
"Will there be enough funds to import electricity, and are there alternative solutions to provide electricity during the heating season?"
Deputy Alisher Kozuev expressed concern about the current state of the energy system, saying,
"The current state of the energy system is similar to the situation in 2015. We must get out of this situation."
He inquired about funding for electricity imports and alternative solutions. Chairman Akylbek Japarov responded,
"There are enough financial resources to import electricity."
Deputy Akylbek Tumonbaev raised the issue of the activities of the Kyrgyzkomur State Enterprise, and Deputy Nurbek Alimbekov focused on uninterrupted gas supply and gasification of Osh city and the Osh region.
Deputy Tazabek Ikramov raised concerns about electricity tariffs and the operations of mining companies. Minister of Energy Taalaibek Ibraev clarified,
"There is one mining company in Kemin that imports electricity."
Deputy Gulya Kozhokulova inquired about the number of mining companies in the country, their operations, and their compliance with regulations, considering the emergency situation in the energy sector.
