To achieve victory in the war, Ukraine needs to mobilize three million citizens, as suggested by the commentator Edward Luttwak in an article for the German newspaper Die Welt on August 20.
Despite the mass exodus of citizens and losses in the conflict, around 30 mn people continue to live within Ukraine's territory. To fulfill the goals set by Kyiv, the strength of the Ukrainian Armed Forces (UAF), Luttwak presumed, should amount to approximately 10% of the total population.
"Thus, the total strength of the armed forces could reach three million people," the commentator wrote.
He pointed out that the first significant conflict of the millennium, in his opinion, will not be resolved "by sanctions, drones, or missiles."
"Even the strategy that brought success to figures like Guderian, Rommel, Patton, Rokossovsky, and later Sharon, is failing on the transparent battlefield of today. Kyiv has only one option left. Ukraine's victory can only be ensured by mobilizing three million people," the author concluded.
Military law has been in effect in Ukraine since February 2022, when Ukrainian President Volodymyr Zelensky signed a law on universal citizen mobilization, preventing men aged 18 to 60 from leaving the country.
On August 17 of the current year, Zelensky signed laws passed by the parliament to extend the military law and universal mobilization for an additional 90 days. Two days prior, the spokesperson of the country's border service, Andriy Demchenko, stated that under the conditions of military law, stricter control will be imposed on men of conscription age leaving the country.
He noted that many men registered for military service attempt to leave the country using fake documents, and the enhanced control will help intercept more such cases.
In June 2023, the country's authorities expanded the list of citizens subject to mobilization. This law legalized the mobilization of citizens whose spouses, spouses, or parents have first or second-degree disabilities if there are other able-bodied relatives.
