Kazakhstan's Committee on Regulation of Natural Monopolies has recalculated the cost of heating for consumers who who do not have metering devices, resulting in a total refund of nearly $2.1mn, including VAT, for the 2022-2023 heating period.
As per the report, there will be no recalculation for residents of Shymkent, Zhetysu, Ulytau, Kostanay, and Turkestan regions.
The service calculated the cost of heat supply based on the outdoor temperature in those regions.
The refund will be reflected as an advance in the personal account of consumers during the new heating season (2023-2024) until the end of the year.
Centralized heating systems managed by local governments provides heating services in the Central Asian country. The heating season runs from October to April, with some regions experiencing temperatures as low as -30°C. Residents pay for usage measured by heat meters installed in their homes, with apartment buildings typically having lower rates than private homes.
