The forty-third plenary session of Uzbekistan's Senate was dedicated to the revision of legislation aimed at establishing a legal framework that incentivizes citizens to participate in volunteer work and social initiatives.
These initiatives can help to reinforce a sense of responsibility, solidarity, and mutual aid among individuals as they address social challenges. However, it was observed that sustained growth in volunteerism requires greater support and collaboration from government entities.
The revised bill allows the Cabinet of Ministers and local public authorities to create and endorse state-targeted programs related to volunteer work, and guarantee their execution.
The Agency for Youth Affairs, under the Ministry of Youth Policy and Sports of Uzbekistan, will act as the authorized government body for volunteer work since 80% of volunteers are young individuals.
The Agency for Youth Affairs has been authorized by the law to take part in enforcing state policies, creating proposals for regulations, planning and executing specific programs, suggesting improvements for the legal system, and establishing international partnerships for volunteer work.
The senators also highlighted that the recent modifications aim to heighten the accountability of the government officials in the republic with regard to the growth of volunteerism and to encourage volunteer work further.
The adoption of this law is expected to bring about positive initiatives in the country, particularly among the youth.
