On July 17, Kyrgyz President Sadyr Japarov signed the constitutional law titled "On the State Language of the Kyrgyz Republic," the press service of the president reports.
The law outlines the procedures for using the Kyrgyz language, which holds the status of the state language. Its mandatory use is required in various contexts, such as in the operations of state bodies, enterprises, institutions, and organizations of all ownership forms. It is also compulsory during elections, referendums, court proceedings, by the Armed Forces, law enforcement agencies, and in the formulation of international agreements involving Kyrgyzstan.
Moreover, the Kyrgyz language is to be utilized in the development of normative legal documents, as well as in work and document circulation. It is mandated in the names of geographical and toponymic entities, in information about goods and services, and in fields like education, science, culture, television and radio broadcasting, mass media, book publishing, user interfaces of computer programs and websites, public events, advertising, transportation, and household services.
Broadcasting companies, including private ones, are required to allocate at least 60% of their programs in the Kyrgyz language. Additionally, when issuing passports, educational documents, and certificates of state registration of civil status, among others, the Kyrgyz language must be used.
Article 32 of the law designates specific categories of citizens who are obligated to have knowledge of the state language and use it in their official duties. This includes civil servants, deputies, employees of the National Bank, personnel in the Ministry of Internal Affairs and other law enforcement agencies, lawyers, managers, employees of educational institutions, teachers, medical staff, and several other groups.
Also, the Russian language serves as the official language in Kyrgyzstan. The Kyrgyz Republic upholds the principle of allowing the free use of languages spoken by all ethnic groups within its territory, and it ensures the creation of conducive conditions for the development of these languages. The president's press service emphasized that every citizen of Kyrgyzstan has the right to preserve, learn, and enhance their native language.
The Law "On the State Language" was formulated based on the initiative of the Cabinet of Ministers of Kyrgyzstan, and the National Commission on the State Language actively participated in its development. The Jogorku Kenesh (parliament of the republic) passed the law in the third reading on May 31 of the current year.
