The Kazakhstan's parliament has ratified an intergovernmental agreement with Turkmenistan on the regime of the Kazakh-Turkmen state border.
Deputy Chairman of Kazakhstan's National Security Committee Yerlan Aldazhumanov commented on the document.
"The established regime includes a procedure for the crossing and passage of the state border by persons, vehicles and the movement of goods and other property through it."
Turkmenistan borders Kazakhstan on the Caspian Sea, and the length of the land state border between the two countries is 458,263km.
The Turkmen side ratified the document a year ago. It was drafted by national security officials from the two countries.
"Implementation of the agreement will help ensure stability...and peace in the border areas...," a note to the bill reads.
The proposed regime includes a procedure for border maintenance, passage of persons, vehicles, cargo and joint resolution of border incidents.
In exceptional cases (in the interests of national security, in the case of epidemics and emergencies), the parties may temporarily restrict the crossing of the state border in certain sections. However, the other party must be notified at least two days in advance.
According to the draft, hunting and chasing animals across the state border (including shooting aimed at the neighbouring territory) is prohibited.
Residents are allowed to fish within their part of the border waters with the permission of official agencies. At the same time, the parties may jointly or independently take measures to curb poaching.
In Turkmenistan, the fourth largest ethnic diaspora is the Kazakhs, who have long lived in the western region of the country - near the Caspian cities of Krasnovodsk (now Turkmenbashi) and Bekdash.
