Spokesman of Kazakhstan’s Ministry of Internal Affairs Shugyla Turlybek unveiled the country’s plans to announce amendments in criminal and penal codes, Daryo correspondent in Kazakhstan reports. Reportedly, amendments would affect six areas of ensuring human rights in the field of criminal justice.
‘The bill clarifies such a concept as ‘torture’, and for the first time introduces the definition of “ill-treatment” into Kazakhstani legislation, the spokesman stated.
Besides, the domestic violence offense cases will be investigated by qualifying signs entitled ‘committing an act against a person who is financially or otherwise dependent on the perpetrator.’ Another amendment will be the compilation of a brief protocol instead of a detailed one during the video recording of the investigative action.
'The Ministry of Internal Affairs introduces separate detention of those sentenced to imprisonment for the first time from those who had previously served their sentences. Separate amendments will affect the realization of the right of convicts to health protection and humane treatment in the presence of serious illnesses,’ she emphasized.
She recalled that recently Interior Minister Marat Akhmetzhanov presented a bill of amendments and additions at the plenary session of the Senate.
