The Antimonopoly Committee has informed that utility enterprises should not charge for services not complying with established standards regarding the volume and quality of gas, electricity, heating, and hot water supply in the capital Tashkent and across Uzbekistan.
Following article 19 of the Uzbekistan Constitution, the contractor must provide the service on time, in the amount and quality established by the rules for performing certain types of services or by agreement.
Under article 20, the right to claim damages in the service is guaranteed for everyone, whether or not they have contracted with the perpetrator.
Under article 21, the executor shall not be entitled to charge for services not rendered. Besides, the Rules approved by the Resolution of the Cabinet of Ministers dated July 15, 2014, No. 194, recalculation is provided in case of absence or short supply of thermal energy to the consumer.
