Shavkat Mirziyoyev signed the decree "On measures to implement administrative reforms of new Uzbekistan" and the decision on the effective organization of its implementation. According to it, from January 1, 2023, the staff of all ministries will be reduced by up to 30%.
The Council of the Agency for Strategic Reforms under the President is designated to coordinate the implementation of this decree and ensure the achievement of the following targets:
- implementation of a system of fair labor remuneration and optimization of executive positions of state units, including executive positions up to 30%;
- to establish effective activities of the executive authorities, which are being transformed within the framework of administrative reforms, based on the new requirements specified in this decree;
- introducing an effective system of working with regions by increasing the financial and institutional independence of leaders;
- reduce them by at least 10% by regulating the functions of the executive authorities of the republic;
- increasing the number of state functions transferred to the private sector by at least 3 times, the wide introduction of public-private partnership and outsourcing mechanisms;
- achieving a suitable ratio of managers and executive employees in the system of executive authorities;
- to establish the activities of the leaders based on the proposals of the population and strengthen their accountability to the public.
