On August 4, at the plenary session of the upper house of the parliament, the chairman of the Senate Tanzila Norboyeva said that the implementation of the law on public debt was under control and constantly monitored Daryo correspondent reports.
The law "On State Debt" was discussed in the Senate. During the meeting,
Tanzila Norboyeva’s address to the Account Chamber: "What systemic deficiencies did the Chamber identify in the process of performing the tasks assigned to it, and are the norms and mechanisms of this law can prevent and eliminate these deficiencies?"
According to the Chamber member, an analytical study is being conducted on how the funds received as state debt are spent and presented to the parliament. There are relevant groups for project implementation. But they lack the skills and experience. Internal control systems in ministries and agencies are not well established.
This law is really very important at the current stage of the country’s development. Attracting external financial aid along with internal opportunities to achieve the goals is a common experience in the countries of the world.
Shavkat Mirziyoyev: "External debt is not given to everyone, for this, the country must have the trust of the world community. In the international arena, Uzbekistan appears as a country striving for reforms and a reliable partner. However, in each area, there should be a clear calculation and, of course, a strong legal basis. In this sense, the Law "On State Debt" serves to make our work in this direction correct, truthful, beneficial and transparent. The law also defines the powers of the parliament to manage the state debt.
Important aspects such as the implementation of the state debt management strategy, and the targeted and effective use of the funds are always at our focus. This issue should be under the control of local councils. I think that each of you understands that this requires great trust and special responsibility and activity from each of us. Therefore, I once again call on all of you not to be indifferent to the implementation of program tasks related to the socio-economic development of our country, in particular, regions. After the adoption of the law, we should monitor the activities related to its implementation.”
