Rasul Kusherbayev, a member of the Legislative Chamber of the Oliy Majlis, has proposed to establish a separate investigative body as a separate organization in the Constitution on his Telegram channel.
"It's time to separate the investigative body. This has been suggested for many years. However, the fundamental basis for its implementation has not been created yet. There are many who oppose it. Unfortunately, the prosecutor's office has an investigative function so this office cannot be called a body that protects and defends the interests of people. The influence and interest of the office, "respect of the outsider" related to the human factor, prevent him from carrying out justice as an acquittal.
It is also illogical for internal affairs, an important link in the implementation of local justice, to be subordinated to the head of the regional police departments at the same time. Because the head of the law enforcement may not always be a person who has come out of the investigation and is aware of the secrets of the investigation. it is necessary to establish a separate investigative body that combines the investigative functions of the State Security Service. We believe that this issue should be reflected separately in the Constitution. This would help to implement justice in accordance with democratic principles and human rights at a high level," the legislator wrote.
