The city of Osh, often referred to as the southern capital of the Kyrgyz Republic, has officially joined the European Bank for Reconstruction and Development’s (EBRD) Green Cities programme. This move marks a significant step in the city's efforts to improve environmental sustainability and climate resilience through targeted green investments.

As part of the initiative, Osh will develop a comprehensive Green City Action Plan (GCAP) in collaboration with the EBRD. The GCAP will guide the city in identifying and addressing priority environmental issues, with a particular focus on water and wastewater management.
To support these efforts, the EBRD will provide a sovereign loan of up to €4mn to benefit the Osh Municipal Water Company. The funds will be used to expand the capacity of the city’s municipal wastewater treatment plant by an additional 40,000 cubic metres per day.
The project will be co-financed by a €4mn parallel loan from the European Investment Bank, a €1.3mn investment grant from the Green Climate Fund, and a €3mn investment grant from the European Union. An additional EU grant will cover technical cooperation and planning.
These investments will finance the procurement of specialist equipment, construction, design, and pre-commissioning work aimed at modernising Osh’s critical urban infrastructure.
With a population exceeding 450,000, Osh’s participation in the Green Cities programme underscores a broader commitment to sustainable urban development. The EBRD has been a longstanding partner of the Kyrgyz Republic, investing nearly €1.1bn in 265 projects since 1992, primarily focused on infrastructure and private sector growth.
