Uzbekistan is set to introduce administrative liability for the illegal processing of personal data using artificial intelligence (AI) technologies and its dissemination in the media and online.

On August 12, the Legislative Chamber of the Oliy Majlis adopted in its third reading a draft law aimed at regulating relations arising from the use of AI.
The legislation outlines the definition of “artificial intelligence,” the foundations of state policy for its introduction and development, the responsibilities of a specially authorized body, and the general legal framework for its application in creating information resources and operating information systems.
The law stipulates that legally significant decisions affecting human rights and freedoms cannot be based solely on conclusions generated by AI-powered information resources or systems. It also introduces administrative penalties for the unlawful processing and distribution of personal data using AI technologies.
The draft law was previously discussed in detail during an April 15 session, where deputies examined its provisions and suggested improvements. Lawmakers emphasized that the legislation will support the responsible adoption of AI, establish clearer legal norms, and help safeguard citizens’ personal information from misuse.
According to the Legislative Chamber, the law will also lay the groundwork for further legislative initiatives in the AI sector, ensuring both technological progress and protection of individual rights.
