The European Bank for Reconstruction and Development (EBRD) is backing a major upgrade to the public transport system in Osh, Kyrgyzstan’s second-largest city, with a sovereign loan of up to €14.7mn.

This initiative is part of the EBRD Green Cities programme, which Osh officially joined in May 2025. The city, home to over 450,000 residents and often referred to as the “southern capital” of Kyrgyzstan, becomes the second in the country to benefit from the programme’s sustainable urban development efforts.
The funding will support the Osh City Municipal Autotransport Company in acquiring a fleet of electric vehicles, as the city seeks to move away from carbon-intensive transport models and adopt environmentally friendly, sustainable mobility solutions.
In addition to the EBRD’s loan, the project will be supported by an investment grant of up to €8.3mn, also from the EBRD. The funds will help the city not only modernize its transport fleet but also cut greenhouse gas emissions and improve air quality.
Osh is also preparing to develop its first Green City Action Plan, in collaboration with the EBRD. The plan will serve as a strategic framework for improving the city’s environmental performance, climate resilience, and quality of life for residents.
Since beginning operations in the Kyrgyz Republic in 1992, the EBRD has invested nearly €1.1bn in 269 projects, focusing heavily on sustainable infrastructure and private sector development.
