Uzbekistan's President Shavkat Mirziyoyev highlighted key measures aimed at enhancing the primary healthcare system and introducing national health insurance mechanisms. Addressing a presentation on these initiatives, President Mirziyoyev underscored the significance of strengthening primary healthcare to improve public health outcomes, facilitate early disease detection, and ensure effective treatment.
As part of the health sector reforms, the government plans to roll out a state medical insurance system starting October 1, 2024, in Tashkent and the Syrdarya region. The system is expected to be expanded to the Republic of Karakalpakstan from January 1, 2025. Preparations for the insurance system include the introduction of "Electronic Polyclinic" and "Electronic Hospital" information systems by the end of 2024. These systems will enhance administrative efficiency and support medical staff training.
To support the implementation of the health insurance system, necessary technological upgrades and network infrastructure will be provided to medical institutions. This includes equipping facilities with modern technology and ensuring staff are proficient in utilizing new systems.
A key feature of the new health insurance system is its emphasis on results-based financing. Medical services and pharmaceuticals covered under the insurance plan will be funded through the state budget, eliminating the need for additional charges to patients.
The health insurance system is planned for a broader rollout across other regions of Uzbekistan by the end of 2026. This phased implementation aims to ensure a smooth transition and address the healthcare needs of different areas comprehensively.
