The press service of the President of the Republic of Uzbekistan reported that Shavkat Mirziyoyev addressed the participants of the international conference on combating terrorism and extremism.
At the beginning, the president welcomed all the participants and guests of the joint conference of the Shanghai Cooperation Organization Regional Anti-Terrorist Structure and the Counter-Terrorist Center of the Commonwealth of Independent States on strengthening cooperation in the fight against terrorism and extremism.

Ladies and gentlemen!
I sincerely congratulate all the participants and guests of the joint conference of the Shanghai Cooperation Organization Regional Counter-Terrorism Structure and the Counter-Terrorism Center of the Commonwealth of Independent States dedicated to strengthening cooperation against terrorism and extremism.
The establishment of this significant international forum together with influential regional structures such as the SCO and the CIS confirms once again the desire to develop unity and mutual practical cooperation to ensure peace, security and stability in our extensive region.
I would like to emphasize that today's conference aims at exchanging accumulated experience and knowledge, and developing recommendations and proposals for the coordination of efforts to stand against modern threats to security.
The agenda of the conference consists of studying the most successful national experiences, establishing effective mechanisms of cooperation against terrorism and exchanging knowledge in the field of science and education, and forming practical tools to prevent the spread of extremism and radicalism ideas, and criminal activities. Typical issues related to the legalization tasks of received income and the prevention of terrorist financing are included as well.
There is no doubt that the joint anti-terror activities of "Sharq-Axilterror-2024", which will be held for the first time in our country starting tomorrow, will also serve to expand mutual practical cooperation and increase the capabilities of special force units in opposing the common threats to safety.
Shavkat Mirziyoyev noted that the number of dangers and threats are increasing in cyberspace. Active work on illegal activities, recruitment and promotion of radical ideas are carried out in high numbers through Internet networks and channels that do not recognize national borders and legal ethics.

Unfortunately, increasing geopolitical acrimony and the intensification of conflicts, the lack of mutual trust between leading countries, and the decline in the role of global security institutions have a negative impact on the development of open and effective international cooperation in contradicting the threats of terrorism and extremism.
At the same time, the dangers and threats in cyberspace are increasing. Active work on illegal activities, recruitment and promotion of radical ideas are carried out in high numbers through Internet networks and channels that do not recognize national borders and legal ethics.
As a result, today representatives of the relatively weak segments of the population, including our youth and labour migrants, are becoming victims of "online exploitation", and are involved in various illegal groups and committed crimes.
Therefore, the most important task is to carry out joint practical measures aimed at further improving the legal foundation and increasing the efficiency of international cooperation in the framework of the activities of the SCO Regional Counter-Terrorism Structure and the CIS Counter-Terrorism Center to eliminate such dangers and threats and quickly respond to them.
Notably, our country's national strategy for combating terrorism and extremism is based on a comprehensive, inclusive and systematic approach, which includes the use of cautionary and preventive measures and timely practical response. Strengthening the atmosphere of solidarity in the society and development of open communication, comprehensive support of the education industry, creating jobs and provision of reliable social protection for the population are the priorities in this regard.
At the same time, we consider the protection and promotion of human rights and freedom, and unconditional adherence to the principle rule of law to be the fundamental basis of the fight against terrorism and extremism.
Today, in Uzbekistan, the national strategy for combating terrorism and extremism is consistently implemented, large-scale work is being carried out to support young people and their potential, and certain measures are being taken to adapt people brought back from the "battle zone" to a peaceful life.
This year, a regional expert council on rehabilitation and reintegration was established in cooperation with the UN Counter-Terrorism Office, and a new "road map" of full-scale partnership was adopted.
At the end of my speech, I would like to emphasize that close cooperation and effective coordination of the activities of the special services of our country in order to ensure strong peace and stability in the region will remain a priority of interstate cooperation in the future.
I wish all participants of the conference productive discussions and a successful future ahead.
